Summary:

We are seeking an experienced, dynamic HR Director to join our team. This role involves overseeing all critical Human Resources functions and initiatives. Responsibilities include managing employee concerns, overseeing employment, compensation, benefits, labor negotiations, and employee relations. The HR Director will collaborate with the team to enhance HR policies, processes, and practices, and propose administrative improvements.

Essential Duties and Responsibilities:

Administration 

Evaluates current personnel policies, procedures, and operational practices ensuring alignment with organizational goals and employee needs. Recommend and implement changes as necessary.

Initiates, communicates and manages changes in personnel practices to enhance efficiency, compliance, communication, and service delivery to the district.

Develops and maintain systems for employee personnel records, to ensure accuracy, efficiency, and compliance.

Create and update HR forms for effective administration.

Supports the Executive Director in administrative efforts; interpreting decisions to staff and the public; and facilitating effective communication and collaboration.

Attends and actively participates in school meetings, to communication, cooperation, and planning.

Responds to questionnaires, surveys, and correspondence from research or professional organizations. 

Advocate for and, promote, the rights of all individuals.

Oversee tracking of actual Human Resource costs versus budget and supports administrators in understanding staffing costs and configurations.


Regulatory Compliance 

Stays abreast of best practices in HR field management.

Ensure compliance with federal and state labor laws, regulations, and postings.

Ensure compliance with Board of Education and Title IX policies and regulations.

Develop, revise and implement personnel management policies in accordance with federal and state laws and regulations. Keep employees abreast of policy changes.

Organizes, reviews, administers, and ensure compliance with the state criminal history background check mandates.

Ensure compliance with FMLA, ADA, FLSA, EEO, and the Equal Pay Act related to hiring and employment practices.


Communication 

Designs job descriptions that effectively communicate job expectations and qualifications to applicants and employees.

Communicate personnel policies, procedures, and practices to employees to ensure consistent administration and compliance.

Develop and disseminate legally sound employment applications, job postings, advertisements, and job offers.

Provides applicants and potential applicants with information necessary to make informed employment decisions.

Maintains a respectful and effective working relationship with Association leadership.


Talent Acquisition

Collaborate with Principal in selecting and assigning of the best-qualified teachers and personnel.

Coordinates the development and updates of job descriptions to support recruitment, compliance, and communication.

Consults with Principal/Directors to determine recruiting needs within budgetary constraints, approved by the Executive Director.

Oversees the collection, tracking and dissemination of applicant materials.

Participates in efforts designed to attract qualified individuals into the education field.

Monitors and tracks licensing status of certified staff and facilitate licensing waivers as needed.

Consult with the Executive Director on salary placement and compensation decisions.

Participates in interviewing and screening committees as requested.


Benefits Administration

Evaluate current practices and develop a system for employee leaves, including FMLA and other types of leave.

Oversees tracking and reporting to ensure compliance with federal and state laws, and agreements.

Certify employee eligibility for district health, dental, life insurance, cafeteria, Section 125, and income protection plans along with any other benefits.

Collaborates with Executive Director to establishing and maintain benefits philosophy, goals and objectives.


School and District Leadership 

Serves as a member of the Leadership team.

Serve as a substitute Principal/Director at schools within the district for up six (6) six weeks per year, when endorsed appropriately.


Supervisory Responsibilities: 

Responsible for the overall direction, coordination, and evaluation of the Human Resource department and functions.

Has full supervisory duties and responsibilities for the Human Resource staff.

Managing the interviewing, hiring, and training of employees.

Planning, assigning, and directing work.

Appraising performance and rewarding employees.

Addressing complaints, disciplinary actions and resolving problems.


Qualifications:

Skills and Experience: 

Advanced proficiency in Microsoft Office.

Ability to analyze data requirements and create, modify, and manage databases and spreadsheets for accurate and efficient data management.

Proficiency in problem definition, data collection, fact establishment and drawing valid conclusions.

Courteous, efficient, and effective communication with diverse individuals (faculty, staff, administrators, applicants, and external representatives).

Strong ability to collaborate with peers, subordinates, supervisors, faculty, staff, and external agencies.

Effective management of stressful situations and conflict resolution skills.


Education and/or Experience:

Bachelor’s degree in human resources management, Business Administration, Education/Educational Leadership or other appropriate discipline.

Four (4) to six (6) years of relevant experience or a combination of education and experience from which comparable knowledge and skills are acquired.

Two (2) to four (4) years of Supervisory experience is required.

Management experience is preferred.

Certification by American Association of School Personnel Professionals, preferred.

PHR or SHRM-CP Certification preferred.

Valid Texas Driver’s License.
